The cure for free speech is rarely a restriction on speech, but rather more speech. If someone wants to name a chimp Dubya, then we'll just be free to comment on the owner's political views.

You are right. This IS going too far.
It's definitely not fair to the poor chimp, who's most probably an innocent, fairly intelligent and honest creature. The ability to communicate is probably on the same level, though.
