OK--I am going to start with the fact that you are only a freshman. Lighten up. After highschool noone cares if you graduated 1st or 10th. Your GPA is the only thing that counts when looking into scholarships. I graduated 5th in my senior class and am a lot farther than the top 4 kids.
But that wasn't your question. What worked best for me was to rewrite all of my notes when I got home from class or on the weekends. Then I'd review them quickly before each class started or on the bus ride to school will probably work well for you. Then study again before the test. This comes fromt he logic that you need to hear something three times before it is committed to memory.
Also, try an online learning inventory which will let you know if you are an auditory, visual, kinesthetic learner, etc. One of my best friends was an auditory learner so she tape recorded lectures so she could just sit back and listen to the teacher and process things. Then at night she would listen to the tape again and write out the notes.
Good luck, but don't forget to have fun. You will regret it in the future if you spend so much focus on perfect grades.

Well, the problem here aren't your extra curriculars...it's your study habits!
* Don't procrastinate.
* Study a little bit every day...read notes, read books, practice about 1 - 2 hrs a day (beyond homework)
* Further your own studies...(do research on your own)
* Tutor someone...it takes a deeper understanding of the topic when you tutor or help someone else understand the work
* Stop by your teachers' room and ask if there's some extra credit you can do
* Do AMAZING work, type everything, add color, do something different with your work that'll make your teachers WANT to give you more credit
* Stop by your teacher's room and ASK for one on one tutoring

it would really suck, but you would need to stop being distracted by activities you do not need to do (i.e. answering people's problems on this website, watching tv, etc.). But if you did that, then you would risk never having a social life in your life. WHICH WOULD NOT NURTURE YOUR DEVELOPMENT AS A PERSON.
I actually have a similar problem: distracted all the time!
But, the best way to solve this is to metally convince yourself that you need to finish a portion of your homework or studying by a certain point. Set deadlines that you at all costs must finish by. (I haven't succeeded in doing this, but this seems like the best way to solve your problem).
Set time out from your day to learn/study/do homework. Be self-motivated (very important).

Early in the morning is always better than late at night. I can read 2-3x faster in the wee hours of the morning than at night. Go to bed early and get up at 4 to study.
