we only see the moon because the suns light reflects off it. the glow you see as a haze would be from the interference of inter-stellar dust, our ionosphere and the particles that float in between the fields around earth and your eye. you will never have a true clear night, it is an illusion that due to the limitations in our eyes, we perceive it as clear.

You are probably seeing a halo around the moon caused by ice or small water drops in the Earth's atmosphere.
In that case, it is the light from the Moon. Some of the light is bent a little bit when it hits an ice crystal or water drop.
It is also possible that this halo is caused by small imperfections in your own eye. Try taking a photograph of the moon and see if the luminance appears in the photograph.

The white light is the light from the sun reflecting onto the moon. If you were on the moon the earth would also appear to be giving off light, but as you know, the earth does not create any light (the sun creates our light). The luminescence is caused by the motions of subatomic particles in the moon's orbit.
