How do you get past the second locked room with the bottle and timecard and the dummy in the bath - tried everything

First turn the bottle upside down. Turn the Clock to 930. Click on the car., it will produce a spark to light the busen burner..( there is a small switch on the tube) Then find this tool that will enable you to open the bottle. i think is on the right hand side.. The water will gush out filling the beaker.. then it will run through the tube.. Pump the balloon and it will be released.. the scissors on top will burst the balloon causing the dummy yo scream.. then finally click on the bell.. it will produce fire to burn the lock..

Grab the bottle opener, open the bottle, turn it upside down
Move the handles of the clock to 9:30
open switch on the left of the clock
push the bicycle pump handle untill the ballon pops
the head will scream opening a door
switch the handle
a blow torch will open the lock
