There is a fantastic product from L'Oreal Dermo-Expertise called "Gentle Make-Up Remover for Eyes & Lips". It removes waterproof and long-lasting makeup & is suitable for sensitive eyes. Bottom half of bottle is light blue liquid & top half is a darker blue liquid. I use it myself and removes all traces of really stubborn mascara without irritation. It's a steal at below $10!!!

I like Clinique Rinse-Off Eye Makeup Remover. It is oil-free, so you can also use it to fix mistakes and reapply without it smudging. They also make Take The Day Off Makeup Remover, but it is oily. I prefer the other one because I wear contacts and I also don't like the oily feel on my skin.

Since the skin around the eyes is delicate I would recommend using a gentle eye makeup remover. One of my favorites is the Mary Kay eye makeup remover since it doesn't seem to burn, sting or irritate my eyes (I also wear contacts so this is important). If I remember correctly, there is another one that I've used that is similar by Lancome that also worked wonders. :)

I wear contact lenses and try to stay away from oil removers...and Vaseline. I normally use drug store body lotion...(Euceric..St.Ives) for my eyes. This way I don't have residual oil in my eyes. When you do this it is really a good idea to use a GOOD moisturizer for you skin and eyes.
