If you pour out the soap into a tray and let it harden then use a metal cutter, you can make them but just pouring it into s cutter will leave you with a mess. Try checking places like Michaels and Jo-Anne Fabrics for for plastic candy molds, these are a LOT cheaper than the soap molds and have nicer shapes and variety to them.
What type of soap are you making? If you are using a heated method then wait a couple of minutes before you pour it into a candy mold as these are a little thinner than the soap molds but I have never had any problem with them using a cold or hot method. One word of caution, once you use a plastic mold for soap, never use it for candy especially if you used a tint or scent with it. Plastic absorbs everything it comes in contact with so you don't want to have chocolate that tastes like soap.

Yes, I have. After you pour the soap into the mold,chill it either in the freezer or refrigerator. The soap will come out of the mold easier.

If you are melting soap and then pouring it into the mold, the liquid will run out from under the cookie cutter, and if they are plastic, the hot soap could melt them. I wouldn't try it.

My grandmother used to make soap and she used candy molds, I wouldn't know why you couldn't as long as it works.
