Technically, yes. That one percent, no matter how tiny and insignificant, means that you could, under the right circumstances, and with the right person, have a pleasurable, fulfilling sexual experience with a man to whom you are attracted. That's the definition of bisexual- being able to potentially do that with both sexes, regardless of which one you'd rather to it with more.
However, since it is such a favorable ratio for the girls, it wouldn't really do much to call yourself bisexual, because your attraction is predominantly towards women, you know? But you'd be right in saying you are, as most people are, somewhat open and flexible in your sexuality, and not 100% rigid for one or the other.

I have a friend who is like that, and I think he may be bi-curious. It depends how you feel. Is the 1% feeling extreme, like "he looks good for back door action" or very little like "eh, that guys pretty interesting...I could see how people see hes hott..." it all depends.

I would say that you can appreciate beauty in both sexes or maybe you ARE attracted to both men and women. I can appreciate a beautiful girl when I see one, but I am not a lesbian.
