Sometimes in rare occasions, the new battery is drained below what is called "absolute drain". What happens is that the charge on the battery is so low that the charger does not even have the ability to charge it from this low of a charge. How is that possible you ask? This can happen because many people don't realize that the charger they plug in at home is a "trickle charge". It is meant to charge the battery slowly, thereby extending the life of the batter. The drawback is that if the battery gets completely drained, the charger sometimes can not recover the battery from "absolute drain". What you need to do is take it in to a cell phone store whey they will "deep cycle" the battery so it can accept a new charge.
Now, if your phone was doing this same thing prior to replacing the battery, then it's likely that the "pins" located on your phone that accept your charger for charging are not lining up correctly from the charger to the phone, or they are bent (not allowing to make contact with each other).
Observe with magnifying glass if necessary to see if one of your pins is bent or misaligned.

you either have a faulty charger, or the port used for charging has developed a fault. If the phones still underwarranty, then you can get it fixed for free. You have 1 year from date of purchase.
If its no longer under warranty, then you best bet is to buy a new phone as paying for the repair is not worth it as you will be looking to pay around £50, where you can get a new one for this price.
You can get cheap new phones from here. They are part of the carphonewarehouse group and very cheap.

bro im in the phone business...n your prob can be fixed diffenrent ways: if your phone is a V551 meaning silver n blue. its the phone entrance. the phone alone has a warranty of one month with the store you purchased it in. it has a 1 year warranty with the warranty department. if the phone is defective they will replace it at no cost, you just have to mail them yours back...go into you service provider. they shoul help. unless theyre: T-Mobile, Sprint/Nextel, AMPT. or Verizon...haha CIngular all the way...

the v3 has a special fitting in the charger's plug. Are you using a genuine charger or something that seems to fit?
