He lied about being not licensed and on the contract, he put down a license number, I only found out he is not licensed when he can't pass the inspection. He said the license number was his friend's.

The local BBB is a good first start. You could also consider contacting the local Builder's/Contractor's Association to find out what recourse you should take. What would be interesting to find out is if his friend knew and let him use his license number - that would have it's own ramifications relating to intent to commit fraud.

Report this to the Better Business Bureau. They will give you some suggestions as to government agencies who should be involved. You may also want to contact an attorney who could advise you whether or not you could hold him responsible for fees to finish your project and bring it up to code.
