Well, apparently it is true. Her name was Lina Medina and she was from Peru. She started her periods when she was just eight months old, had breasts at the age of four and gave birth at the age of five years, seven months and 21 days.
A number of doctors have verified the case based on biopsies, X rays of the fetal skeleton in utero, and photographs taken by the doctors caring for her.
Extreme degrees of precocious puberty in children under 5 are very uncommon but not unheard of.

The little mother had begun menstruating at the age of 8 months. At four years old she had already developed breasts as well as pubic hair, her body proportions were a bit amazing and her bone hardening a bit advanced, things that are often observed in cases of such premature pregnancy.

It's mainly due to an extreme condition of something called precocious puberty. It's when a child develops at an earlier than normal age. It can be natural or caused by outside conditions.

It is very possible. With increasing amounts of growth hormones and steroids in meats and milk products, young girls are starting to reach puberty much earlier than in before. Any female who has began to ovulate is capable of getting pregnant. What I want to know is who is the sick bastard that would impregnate a 5 year old?

According to Snopes, this is accurate, with photos (NOT child porn!) The photos are of a 5 year old, girl that appears to be pregnant.
