It was during the reign of the Emperor Trajan, between 98 AD and 117 AD. The greatest extent was in 116 AD, when he conquered Parthia and a big chunk of Persia.

Augustus became the first Roman emperor in 27 BC. However,Republican Rome had conquered a large amount of territory well before Augustus,so Rome already had an empire.The first overseas possession Rome acquired was Sicily,following the First Punic War,in 241 BC.So,that is a good date for the beginning of a Roman empire. The Roman empire in the West fell 476 AD.The surviving eastern portion (which lasted until 1453) had nothing to do with the city of Rome as such. The Roman empire was at its height during the reign of Trajan,who was emperor 98 AD - 117 AD.
