There are a few ways to get links pointing to your site, you can contact other websites and ask to exchange links with them, submit to directories, submit your articles to article directories etc. However there are a few factors that you want to keep in mind, not all links are good links you want to look for quality not quantity when it comes to building link partners. Contact the website administrator and ask if they'd be interested in exchanging links, meaning you put their link on your site, and they put yours on theirs.
