I need these numbers for using to find the molecular structure.

Also if I could just know the type of structure these have like linear bent tetrahedral

If you look at the periodic table, there are 7 group A families. (not including the transitional metals) Since Te is under froup 6A, it has 6 valence electrons. Of the six, 1 electron is given to each Cl to complete Cl's octet, that leaves 2 lone pairs for Te. Since Carbon has 4 valence electrons, and for Cl bonded to it, there are 0 unshared electrons. Sulfur being in the same group as Te, has 6 valence electrons with Oxygen requiring 2 electrons to complete its octect, leaving 1 unshared pair of electrons.

TeCl2 unshared =8 shared =2
(Te has 6 electons Cl has 7 for a total of 20 electons or 10 pairs)
Each Cl has 3 pair unshared around it Te has 2 pair unshared and each Cl shares a pair with Te giving each element and octet

CCl4 unshared = 12 shared =4
C has 4 electrons each Cl has 7 for a total of 32 or 16 pairs
Each Cl has 3 unshared and C shares all of its electrons

SO2 unshared =5 shared =3
O has 6 electrons each and S has 6 = 18 total or 9 pairs
One O has 3 unshared the other has 2, S has 3 shared and 1 unshared pair

You are counting unshared electrons around the central atom, I assume. Draw the Lewis dot structures for the molecules, first.

TeCl2 = bonds like oxygen; two unshared pairs
CCl4 = all carbon electrons are shared; no unshared pairs
SO2 = sulfur has 2 unshared pairs; there is a double bond between one oxygen and a single bond between the other.
