Your first job is to copy all of your work,both written and drawn (everything,in fact) and put it in an envelope and get it sent by REGISTERD POST to yourself- the post ofice will put a seal over it before it is sent. Never open it unless someone puts in a legal claim on your copyright. The envelope will still be sealed and date stamped to prove you thought of it first.
Even though you have moral copyright,look into costs for the characters names (or the whole series name) being registered as a trade mark.
If you live in the UK,check out the writers and artists yearbook 2007 for full info on authoring,illustrating,childrens books,literary agents,how to publish etc.. its invaluable.

Well, it depends on what you have... if you can use the internet to help you, by all means. Keep in mind that in order to really succeed at it, you have to be able to create the entire series by yourself (or with friends). Just giving the idea to someone means that you'll probably end up selling the rights, if you're lucky. There are also very few ideas that are truly unique. That isn't to say that re-hashes of other ideas haven't worked (Pokeman, Digimon), but most groups are going to be more concerned with the comparisons than anything else.
Try getting something in print and shopping it around to King's Syndicate or other comic strip groups around. Keep in mind that blind submissions will probably be tossed; rights issues are kind of touchy.
Do it on the internet; people will tend to be more accepting, and you'll get great feedback!

send your cartoon in emails to ppl who make cartoons and have made it big
i make cartoons on the computer............i draw pictures on paint shop pro 9 or ms paint, and put all the images together with animation shop 3. after i do that i save the big moving picture as a .gif and import it in windows movie maker (i use adobe audition) and add sound FX to it and save the movie file.
then after u do that upload the movie in a few emails and send it to cartoon companies

You could base your comic on a well known cartoon but then adapt it to make it your own idea.

a super mum especially a single mother who fights for her rights and proves to the world she is not stereotypical, and disses the government handouts and fights the fathers have rights to make sure they are in forced into having their children. Animes usually start up from manga. Get a web page and have your stuff done in comic style. If it gets popular, it'll get picked up.
Or learn flash and make your own toons.
