I want to know the meaning of engineer around and engineer out, because these are new words to me.

You can't take these words literally.

To engineer around a problem means to go around the problem. It means, unlike engineering out a problem, that you're not actually solving it. You're just using other ways to get around to it.

You can either work around them and not solve them, or your can work them out and solve them.
