Yes, absolutely. By law, it's no different than caring for cows that will be butchered for meat production purposes. Next time you buy a quart of Ben & Jerry's, read the carton. (They use no hormones.) Some businesses make a big deal of having a cruelty-free product.

They dont manufacture "chocolate". This is why they are not allowed to be sold in the EU with the name "chocolate" as they consist mainly of fat and sugar.

Proper black chocolate needs to contain at least 70% cacao,
milk chocolate 25%.

British chocolate is basically unhealthy fat that looks black and contains only traces of cacao.

They buy milk ( if they use any for Cadburys chocolate and not just water or petrol) from other manufacturers, therefore only the milk manufacturers are controlled..but I think cows are all quite happy compared to pigs as the need to be healthy in order to deliver much milk,

The best chocolate is made from milk that was whipped out of the cows with birch branches.
