After your postpartum bleeding is done it's fine. The reason that your not supposed to use them during that time is because the flow is usually pretty heavy and you may have some clots. As long as you delivery was normal and your no longer to sore to use them you should be fine. Just remember as always to change it every 4-6 hours to reduce the risk of Toxic Shock Syndrome.

After birth? about 4-8 weeks yes. Usually after your next check up after delivery you can.

Yes, of course. Don't use them for the post-partem bleeding though. You don't want to get an infection.
