The reason most of the US and Canada have not had snow is because the jet stream is too far north,so there is more warm air being pushed into the northwest coast,keeping the cold air up in the NWT and Alaska.

It's like 40 to 50 degrees and it should be 30 and blizzardy here! Phooey! I want so much snow you're not allowed to be out driving or you get a ticket!

there isn't enough moisture in the atmosphere. the temperature is not low enough. thus, the conditions are not suitable for precipitation in snowflake form.
kinda sucks, doesn't it?
