assuming you mean:
y= 2x/3 +7
3y=2x + 21
2x-3y + 21 =0

2) y=5/3x-11
again, assuming you mean: y= 5x/3 -11
3y=5x -33
5x-3y-33=0 .

If you need to use integers you have to eliminate the fractions. Since the denominator of the fraction is a 3, multiply all of your terms by 3 (that gets rid of the fraction) and rearrange into standard form.

1: multiply by 3 then rearrange
3y= 2x +21 becomes 2x-3y = -21 using standard form

2: multiply by 3 then rearrange
3y = 5x -33 becomes 5x-3y = 33
