Um, wow.
I hate to say this, but there is a 99.99999% chance that this will NEVER happen. I give you that .00001% in honor of Luigi's statement in the Super Mario Bros. movie: Nothing's impossible-- improbable, unlikely, but not impossible.
Seriously, though, Invader Zim is owned solely by Nickelodean at the moment as far as production goes-- Vasquez may hold some creative rights to it, but given the fact that he severed himself from the project, I doubt he gets anything out of the deal besides having his name on it.
In addition to that, an Invader Zim series was already published; it only lasted three or four volumes because Nick decided that the show wasn't vibing well with their core demographic and pulled the plug on both of them. To have even a minute hope of legally publishing a Zim book you'd have to:
A)convince 2-11 year olds that Invader Zim is the best show ever.
B)Convince Nickelodean that their three years dead project is now viewed by 2-11 year olds as the best thing ever, and that it can in fact be produced without the help of the two minds responsible for its creation.
C) Convince Nickelodean and probably Jhonen Vasquez that you know Zim's style, personality and dialouge well enough to perfectly imitate them, and at the same time not push the series out of reading range of their target demographic: 2-11 year olds.
D) Come up with gobs of money to fight the lawsuit that will inevitably arise when Jhonen Vasquez flat out refuses to turn the rights to produce one of his creations to someone he's never met before.
*inhales*
So, if you can manage to achieve all of the above steps, the more power to you. If not, try coming up with an original comic in the same vein as Invader Zim, but make sure that your story and characters are unique enough to be identified with Zim only in story style, never in specific personalities or plot points; that's another lawsuit waiting to happen. You'll be more succesful making your own comics anway, as opposed to paying out the *** for the privilege of making someone else's.
As for finding Nickelodeon's snail mail address, what you'd want is their legal department, and the only way to find that is to call up the company personally. See if their Press release or contact section lists a number for it, or call their general number and hope for the best. No one could tell you Vasquez email, but you could try asking him on his livejournal. I'd advise against it, since the odds you'd be ridiculed by the Vasquez fan community are high, but it's your call. It'll be interesting to see how it plays out for you.
