No, that would increase corruption enormously as companies struggled to find "under-the-table" ways to compensate their most talented people and keep them aboard.
I agree that the salaries of some executives/athletes/singers/actors are totally ridiculous but hey, they have a particular talent and appeal that we are willing to pay huge amounts of money to see. Capping salaries would be like banning alcohol - the resulting corruption would be much worse than the problem it would fix.

No. There should be a government mandated minimum productivity law to go along with the minimum wage law. The government should require that workers work at a sufficiently diligent level that they actually earn the minimum wage. Employers have minimum economic needs too.
