James Madison University!!! ALL THE WAY!! about 16k for out of state, but the dorms, food, and the overall campus is absolutely fabulous. Not just because i go there either, it's just a really nice place. if you wanna move somewhere where you will fit in and won't have to worry about being robbed, or raped, or anything like that, then this is the place you want to be. everyone is very friendly and they help you out whenever you need it, the professors are always willing to help, you never have to worry about being bullied or messed with. It's in a small area, but everyone is friendly. there are also 33 different languages spoken at the college and community alone. I picked JMU for the experience and it is definitely worth while.

Most larger colleges have dorms... The VCU campus in Richmond, has un- air conditioned freshman dorms, but the upperclass dorms are nice. University of Richmond is a private school and really expensive, but the dorms there are really nice- some are townhouses, and the high-rise rooms are like suites. Virginia Union is a mostly minority college, and the school can't seem to figure out how to improve the housing (although they throw a LOT of $ into athletics!). George Mason is a nice school, and has good housing.
Sorry I don't know the cost right now; I graduated fron VCU in Dec '97, and lived off campus. All my friends lived in either dorms or in off-campus apartments, and I had friends who transferred from the colleges above. Out-of-state tuition is kinda steep now. My parents and sister moved to NC in 2001, and my sis looked at VA schools before deciding to go to NC schools anyway. She's a soph at Appalachian State University in Boone, and loves it there. Tuition and board for her would be like $9000 a year without her scholarship. They are cheaper for out of staters, and just as good as VA schools...

Each university has its own rates for dormitories. You have to be accepted by the university to get a dorm. The universities assign the dorm rooms, so no one here can help you. If you are interested in the cost, you can look at the web page for the university that interests you. There willl be a page that shows tuition and fees.
I have provided a link below that shows that room and board at The University of Virginia is $6,909 per year -- on average.

ODU/Old Dominion University also has dorms and will be the cheapest.
