Low Pressure is relative to the surrounding area. For instance you can have a 200 sq mile of area that has an atmospheric pressure of 30.11 inches of HG. surrounded by a large area of of higher pressure readings.
or it could be 20.10 inches of Hg. (god forbid, talking hurricane here) surrounded by 30.11 inches of HG. it is not the Number per se,
Low means lowere than what is surrounded by, and as others have said
you have descending air, ie the air is moving from the higher pressure areas
towards the center of the lower pressure area often resulting in adverse weather.

When forecasters say a low pressure area or storm is moving toward your region, this usually means cloudy weather and precipitation are on the way

Low pressure systems have different intensities with some producing a gentle rain while others produce hurricane force winds and a massive deluge.

The centers of all storms are areas of low air pressure.

Air rises near low pressure areas. As air rises, it cools and often condenses into clouds and precipitation.

If the low pressure area is the center of a Northern Hemisphere extratropical storm, a steady rain or snow can fall to the north of the warm front as warm moist air from the south rises up and over the cold air ahead of the warm front. Showers and thunderstorms often fire up ahead of the cold front in the warm, unstable air.

Usually, showers and thunderstorms ahead of the cold front don't last a long as the precipitation ahead of the warm front.

Due to the counterclockwise circulation around low pressure areas in the Northern Hemisphere, cold air will likely be found to the north and west of low pressure areas while warm air is most often found to the south and east of low pressure areas.

It means the pressure is lower than in the surrounding area. Air will be flowing towards the center, in a circular motion, not unlike the vortex you see when you pull the plug from a bad tub. The cause is also the same: the low pressure exists because air is moving away (upwards, because of heat).

I'm assuming you are talking about metrology & the weather when your asking about the term pressure?

**The way I understand this is that "low pressure" means the low in intensity, low in density (low in millimeters of mercury in a barometer) & it also means high in water or miosture content.

Which is why if you look at a weather forecast chart, lows tend to be associated with changable conditions, rain is often accompanied with atlantic systems of low pressure. i.e anti cyclones or depressions,etc. These often cross the UK from a westerly or south westerly direction.

**High pressure is as you would expect, associated with high intensity, high density, high millimeters of mercury in a barometer, means low water or miosture content in the air (dried air flows & less cloud cover). Is often associated with slow moving, therefore light winds, stable weather conditions and often sunshine or high thin clouds. In winter high pressure systems here in the UK mean very cold air flows coming down from the arctic regions hence snow & ice but often sunny days too. High pressure often comes from a northerly or north eastern direction acros the british isles.

Pressure is the weight of the column of air above you, so the higher you go the shorter the column is and the lower the pressure as simple as that.

or when the temp. is high and the air gets lighter so it creates a low pressure area.
