Would the Emperor be more responsible because it was on his orders to create the Death Star in the first place, or Tarkin for pulling the trigger?
And what about disaster movies like Armageddon and A Day After?

Directly-Lord Voldemort off of Harry Potter. He kills for the sheer joy of it.
Indirectly- Sauron off the Lord of the Rings. He sends the Ringwraiths and huge armies of orcs to take Middle Earth. Specifically, the battle of the with the Last Alliance in Mordor, the battle for Helm's Deep, the battle for Minas Tirith, and especially the battle for Osgiliath
