one can go by this yes, only because artist tap into most of both lobes of there brain

I think it's a relative question. Artists (or I guess I should say "gifted artists") are geniuses in their own right. Think of Da Vinci, he was definitely a genius.
I have also heard the best athletes in the world can be compared to Einstein in that they use a larger portion of their brains (a different portion than Einstein used, no doubt) as compared to use lowly people of normal intelligence and athletic ability.
Of course there are those artists that I don't think should have the moniker of "smartest" because they just try to incite people's emotions by being offensive, which is art to some people.

No. Intelligence and artistic talent have no necessary relationship. I've known many artists, and more than a few have been complete twits and morons.

Not always. There are many kinds of intelligence and artists may not have intelligence in areas outside of art.

no its not, if artists would be smart then they wouldn't be outside asking people if they want a funny drawing of themselves, artists don't have to be smart to draw something, they just need imagination!
