The Canadian services had information which they transmitted to the CIA who refused to take it into account. Of course if Bush would have stopped the attack he could not have started a war in Afghanistan, Iraq and possibly Iran. About 3,000 Americans sacrificed for oil, not much in the eyes of Bush.

Imagine YOU'RE the current president, you'll probably froze your humps from that piece from information too. Nobody was prepared for this even the president, after all he's human and need some time to gather his ideas to address a proper response to the public so that they didn't panic and mass histeria took all over NY which would have cost more lives

Their advisors probably played it down. But the probability of attack was evident way before Bush took office, so why didn't the Clinton administration do anything? Actually, it's easy to point fingers after the fact. What they need to concentrate on is the here and now, like in my opinion, strengthening our borders...making it harder to enter illegally. Becuause more likely than not, they were warned of MANY possible threats, most of which come to nothing.
In terms of inflicting fear the terrorist has the advantage. They can hit almost anywhere. Its hard to guard every target.
On the other hand, in terms of beating us, we have the advantage. Most of their attacks won't succeed and there are tons of ways they can get caught.
