I don't ask this to be negative or rip on anyone, but what country would you think to be the most primitive or backwards in comparison to western culture and why?

I think people have taken your question as a chance to rip on America. Technically it isn't the most backward. I will answer technically.
I'd say... any country in Sub-Saharan Africa. They are by far the most backward. Before Europeans arrived they had nothing except simple huts made from reeds and mud. There was no buildings like Europe has or had, no ancient cities (so colonization can't be blamed), nothing that could withstand a strong storm for long. Science was unknown to the African peoples there. No machinery, no medicines that could cure life endangering things like we had in Europe. The Africans there had lifespans that were very low compared to European lifespans. One could die there of things that Europeans could easily cure. Another sign of backwardness is that they never had the abilities to actually create vaccines via medical studies or science.
No native Sub-Saharan African has produced such wonderous things as seen from Europe. They had no scientists, atrologers, composers, artists, philosophers, mathematicians, nothing! Europe had/has all these things and they were people that helped develop the entire world positively.
Also their intelligence scores (on average) are the lowest in the world with Far East Asians and Ashkenazi Jews been the highest.

Although I was born and raised in the USA, the US has to be the most backwards. Government run by religion even though it is clearly stated in our Constitution that government and church are separate. Hypocritical about it, claiming that Arab nations are too close to Islam even though the US is sitting below Christianity now. The US does not use the metric system even though it makes more sense and works perfectly with math and science. Claims that everyone has the same freedoms, the same rights but insists that Gays are exception because of their sexual orientation (hello?! can we say exclusion?). This country is going downhill and let's all hope that the government can separate from the church before we all go to hell.

I'll go for region. I think that Southern Africa is the most undevolped. I am not going to primitive. It needs a lot of support to encourage trade growth, and the advancement of the human condition.

I would say with out a doubt the US in it's current state. We are so uncivilized and barbaric. We kill those diffferent than us. We tell people what they can and can't do with their lives. We are led by religion not ethics.
