Because no one is keeping them in check and they have nearly limitless power.

The Arabs in the region held many of the people in eastern Africa as slaves, still capture them as slaves...they still veiw them as sub-human and some are Christian infidels, that's why there is genocide and rape of women and girls in that area to include Madagascar. Black Africans are not allowed to look directly at them as an act of submission to their masters.
