Economic regions are based on what you define and what you want to relate or differentiate. An economic region could simply be two cities in the same state (province); it depends on what you are comparing them against. US and Canada are divided into economic regions based on countries. Other economic regions in this division would include Argentina or India or Mexico, because they are countries. If you wanted US and Canada to be one economic region then you would divide the world by Continents; North America, South America, Africa, and so on...
