it down is down at the base of the steering wheel. but i do not believe it can cause window and gas gauge malfunctions, it is related to the turn signals.

Ain't no such thing as a clock spring-----if your electrics are going amuk then your wiring harness has some serious shorts and you should take the vehicle to a mechanic that is specialized in "auto wires and looms"" don't get this car out on the road as it may fail completely and leave you with two basic bills --- a ticket and a towing charge.....goood luck

The "clock-spring" has nothing to do with the symptoms you have described. It however is located in the top portion of the steering column, beneath the steering-wheel. It allows the electrical connections for things like the horn, and cruise control to rotate without needing a bunch of excess wire stuffed into the column.

Well, lets see.
What ever is ON the steering wheel, is connected by the "clocks pring"
Ie; Cruise control, horn, Air bag, Radio controls?
Windows, gas gage, and lights are not on the same circuit.
Check you fuses under the dash.
OH, check your battery connections too........common problem:
