NOTICE: I don't give 2 sh*ts if the teacher can't cover everything so he/she has to give homework. That isn't an excuse. I especially don't feel its the students problem if the teacher doesn't have enough time.

I personally despise homework over breaks. Winter or spring. It completely defeats the purpose of it being a break and enjoying the time away from school. These are not unplanned things so I feel that teachers can properly plan out their curriculum to be at a certain break point for when those times come up.
Really - if there's going to be homework, why bother having a break from school?

I don't think that teachers should assign work for any outstanding work that wasn't finished at the end of the year. Perhaps a more appropriate assignment would be to encourage them to read something and share with the class. Perhaps give them a current events assignment so they are aware of what's going on in the world. Otherwise, it's the holidays and teachers shouldn't expect people to give up their free time when the students probably need a break too.

Yeah. Some AP courses really need to have extra assignments over break to make their course fit before the test comes. I just made the syllabus for my Latin course and there's no way we would have been able to cover everything if I hadn't given more homework over Christmas. Granted, it's always nice to be the "cool" teacher who gives no homework over breaks, but I have a lot less respect for them as a student than I do for the ones who do assign something.
The best solution, I think, is to give the kids something fun to do over break. My AP US teacher is giving us a cereal box project, which involves some research (but seriously, what doesn't in AP US? xD ) but it's relaxing and enjoyable, not to mention the fact that it counts for a test grade. Activities or projects that students genuinely like and aren't a pain to correct would be the best route, in my opinion.

I do feel that it is appropriate for teachers to assign review homework over winter break. They should not assign anything that is new or has just been learned. What a teacher should be assigning is topics that have been learned since the start of the school year.

I think it is wrong. I hate it when we get weekend assignments. Though they insist that you need the practice, so that I guess whenever you return back to school you wont have to start from fresh. I dont see why they do that. And some of this stuff you dont even need to know. I have to read like 4 books over winter break. Im going to be out of town. I wont have time for any homework. That's the whole problem. TIME. there's never enough to thouroughly handle homework the way it needs to be done to ensure a good grade (wink wink cough cough) ;) hope you like my opinion

While I think it has the possibility of being appropriate, it's certainly not necessary. Kids these days have so much going on and so much pressure that I dont see the need to interfere with a family time like that. That said, I think that some huigher level classes like AP classes or something might need to use this time to prepare students for something important. BUt just giving hw for the hell of it is a no no.

NO
well i don't think it is because that's time to spend with family and friends and its sort of hard to do that when your doing homework!
and the kids will probably not finish then feel bad about it and come in on the first day back to school and have to give you an excuse and excuses are valuable because once their all done you're basically screwed!

When I was in school and we would get homework assigned to us over the holiday I wouldnt even have bothered to bring it home with me. I learned that exspecially during a holiday where you are going to be busy and spending time with family that homework was that very last thing one my mind so being that it wouldnt even get done. Its better not to bother but if it feels necessary than so be it.
