I'm assuming your tortoise is one species of land turtle or another. Knowing the species and the basic care you are giving it would really help, but here are some pointers:
Tortoises love space, warmth, sunlight, and a varied diet. They will not be healthy, happy, and thrive if these basic needs are not met. Some tortoises also need certain humidity levels as well.
Diet: The best diet article I have ever seen on the web is this one: http://www.petdoc.ws/TortDiet.html. Be sure to include good reptile vitamins with B13 and some calcium supplements.
Space: Most torts want a BIG pen- 4' x 4' for most smaller torts, and 4' x 8' for the bigger ones.
Warmth: This depends on the specific tortoise, but aim for about 75-85F for most with basking areas hitting 85-95F, and also allowing cooler, shady retreats.
Sunlight: Natural sunlight is best, but many of the necessary rays do not pass most glass or plastics- such as the important UV-B ray. Try a good reptile light bulb that brags about UV-B (UV-A is not helpful here). A heat lamp is often used for the basking site.
Humidity: Some torts want high humidity, some almost 100% while others prefer low humidity. This will depend on your species- but it is a HUGE factor in how well they will eat!

It depends on the kind of tortoise you have. Make sure she is being kept at the right temps, humidity, enclosure, the right lighting is all very important in getting a tortoise to grow and eat properly.

Well...you should know the basics for their diet, and I'm sure you do. My lizard, at times, doesn't eat and it makes me worried. I usually just take the peice up to her mouth and somewhat nudge on her upper part of her mouth upward and she opens it and just put the piece of food(shouldnt be too big in size) halfway in her mouth.Your tortise will proabably snap her mouth shut, but once its in her mouth she should swallow the food.Once my lizard figured out how good it was she came down and ate. For your tortise, just do exactly that. It may not get the hang of it at first, so you may have to repeat it. Good Luck!

Surround it with a thick circle of poo, Hold a Glock 9mm to it and scream " What the F*** U Gon Do Now B**** How U Like Living Like Dat !!! EAT MUTHA F-ER !!! " then try sum apple slices or lettuce.

Most land based tortoises are herbivores, feeding on grazing grasses, weeds, leafy greens, flowers, and certain fruits. Their main diet : alfalfa, clover, dandelions, and leafy weeds . Or just Giver him/her lettuce. ;)

iguana pellets tortoise love them. when i was college we had to feed them to the tortoises they didn't mind.
