If I am understanding you correctly you are mentioning the valve that you have on your tubing which leads to your aquarium, right? If so, that valve is a "backflow" valve which prevents the back flow of water into the air pump... b/c water + electricity = bad. Apparently the risk is greatest if the power goes off, and then water makes it's way up the tubing (b/c air is no longer pushing out), and then the power comes back on and you have water in the pump. I don't know if the danger is just in breaking the pump, or if you could blow a circuit in your house. If you have your air pump is ABOVE the tank level (like on a shelf, you won't have to worry about back flow). Hope this helps.

Your check valve keeps the water from backflowing into your pump and the control valve controls how much air is pumped into your tank. If you need to medicate your tank, it often helps to increase the air flow into your tank. If you have live plants, you may want to decrease the flow.
