live in an apartment. My husband thinks he is a mechanic and wants a blow torch. We have no children. So is it safe to keep inside the house away from the hot water heater?

You need to chek your lease...most prohibit these sort of things. It should be safe provided he doesnt use it inside. As a side note - if your husband THINKS he is a mechanic and it is clear to you and others that he isnt....then dont get the torch. He can go to his buddie who really IS a mechanic and play with his blow torch....
