My dress is a navy shirtwaist dress (it has a collar, a tie around the waist, & is knee length). I don't have navy shoes, but I have black (flats and heels) and brown (leather wedges)? Thanks!

Black in better in the old days we were told not to wear brown with navy and no white after Labor Day; all that is out the window. So, wear what is most comfortable.

Don't wear the brown .. tho navy & brown are both neutrals, brown is too warm to wear with blue, a cooler color. The black may be alright [heels, in my opinion], but it would be great to get gold heels, or silver. A metallic color would really pop. I don't recommend wearing navy anyways.. it looks best if you don't get too matchy.

wear some nice silver pointy toe pumps and silver accessories to compliment the dress. make sure you have a nice silver or navy blue purse too.
accessories always does the trick of matching for you.
when ever you want to introduce another color into an outfit just
ACCESSORIZE!
