The first two answerers have it half right - you should see your doctor. There may be a minor surgical procedure to free up your foreskin, but you do NOT need circumcision for such a problem. That's ridiculous. Circumcision should be avoided at all cost, and no competent doctor would recommend it for your problem.

You don't give your age, but if you are a young teen, it may be perfectly normal for the foreskin not to retract completely. Your doctor can advise you. Don't be embarrassed; doctors look at penises all the time, and you won't have anything the doctor hasn't seen before!

Check with a urologist about having a circumcision. Adhesion to the glans (note spelling) can cause problems when you begin to have sexual intercourse. Probably pain for you.

Sounds like you should talk with your doctor. He could very well recommend circumcision for your condition.
