Your impression of the American penal system, what changes would you make if you could?

Im not good at US government and this is a question on my hw.

I currently have a penpal obtained through http://www.prisonpenpals.com so have a fair idea of what kind of state it's in............ for starters quite a bit of repair & renovation is needed, as according to my penpal they have a problem with clouded water there which is undrinkable.

It's also severely overcrowded....... according to the website for CCWF where my penpal is located, it has a design capacity for 2004 prisoners, but currently houses 3109

So, from what I've heard there's a need for increased capacity + also making sure those released don't drop themselves in trouble again and end up back in prison.

Apparently the food sucks....... I guess some people deserve it, though as a sort of incentive have a system of "The better you behave, the better quality of food you're entitled to".

Healthcare is pretty bad too.......... mostly through poorly paid medical staff, though they seem to be attempting to improve in that area.

The US penal system isn't perfect but it's better than nothing. I think allowing them to form prison gangs is bad. Then when they get out they click up with other prisoners and form a mob with prison mentalities in free society. You have to be aware if them or they will criminalize you. I think that the penal system is more aimed at holding them rather than rehabilitating them. By rehabilitating them I don't mean educating them. An educated criminal is more dangerous in my opinion. It might be an impossibility but getting them out of the criminal frame of mind ought to be the ultimate goal. Just what the exact coarse to take I'm uncertain...

If you punish a child when he misbehaves, he will learn. If you give the kid cookies and make him sit on a soft chair during time out, he will not learn and he may even try to go back to timeout. Also, by making criminals work, they learn a trade and they have a future after their sentence, that way, they can make a living in an honest way.

I think that the system is weak and seriously flawed. It makes criminals out of people who do a crime that does no affect others, (smoke pot) but it does not punish the real criminals nearly hard enough. What change I would make, non-violent victimless crimes, would not be put in jail. They would be adjudicated differently, but real criminals would face much harsher penalties.
