Argueably, yes he can claim that title, even before you classify James Brown who had a rhyme style and did B-Boy type movements.

Ali was slick with his tough and back in the day if a person could speak really slick and fast he was considered to be rapping. Early stages of this can be found back in the 30's and 40's.

Ali could freestyle with the best of em as he is the one that showed us how it is done.
