C:\Program Files\WZCBDL Service\
WZCBDL Service - Wireless Zero Configuration By D-Link
Its associated with D-Link software. If you have a D-Link device then its ok. or you can uninstall it. I have already given the possible location of the install folder. However you should only uninstall the D-Link software as the same service is then used by Windows XP.
The second file is also a part of D-Link. So no worries.
However any file can be corrupted / infected. So if they are behaving in a way you don't expect run a Virus + Spyware Removal program on the C:\ Drive.

The first one is asscoiated with a D-Link Utility Launcher. So, if you have a D-link product using wireless,,, a'la a USB Wireless device etc.
The second I am not sure of, NIOC stands for National Iranian Oil Company, but somehow I doubt that has anything to do with your issue.
