Start Bulger.
The Packers are No. 28 in pass defense with 24 passing touchdowns allowed, but Kitna cannot be trusted anymore. He has two touchdowns and six interceptions in his past two starts against New England and Minnesota and now will be without starting running back Kevin Jones (foot).

Kitna has the yards, but too many int's to too few TD's. I'd go with Bulger, even though he's going up against a tough Oakland secondary. Kitna could blow up or do nothing, but Bulger is the safe bet. He'll get his passing yards and TD's through Jackson.
