I usually give mine the broom so when my wife asks me to sweep up the mess on the kitchen floor I can tell her I can't find the broom.

In case of deep snow, they're holding the broom so that they can help clean off your car and sidewalk.

Because they don't have pockets to put their hands in and they have to do something with them.
Besides, it's better than them holding axes :)
