Former schools documents seem to be the cause for rejection by a potential new school.

You have full rights to review your childs record as legal guardian. If they tell you otherwise, contact a lawyer.

I would recommend calling the school and finding out the reason for the rejection. If it is indeed the documents, find out what is wrong with them and what needs to be done to remedy the situation. If the documents are from a foreign school, you may need to go to the Board of Education and talk to someone there about them. As far as parents rights to school documents, if your child is a minor you should have the right to at least view the child's school record. Google the search: "parent's rights to school documentation" and include the name of your state or country. You should get at least something helpful. Good Luck
