Parson Brown isn't a real person, just a name in the song. "parson" is a title, like priest or minister. Listen to the lyrics, the singer asks if the parson will marry he and his girlfriend when he's in town. They probably picked the name Brown because it rhymed with town.

The song is about life in the old days. Back then there was not enough financial support for a preacher is each little town, so there were "traveling" preachers who had a circuit and got to each town when it was their turn (the same way with traveling marshalls). The more prosperous towns had chapels, the other towns would hold services in the saloon.
So--when parson brown gets into town.

The priest of the town.
"In the meadow we can build a snowman. And pretend that he is Parson Brown. He'll say 'are you married?' We'll say no man, but you can do the job when you're in town. (Get it? snow man - no man) that's all.
I just know.
