I am assuming you are asking about the American War between the States (not a true Civil War).
Reconstruction failed because after the Assassination of Abraham Lincoln, Radical Republicans took over power. They were bent more on revenge and retaliation than rebuilding the South. Instead of working to try to create good racial relations, they thrust blacks into power early on, but they didn't support them. Tensions continued to boil under the surface and when the controversial election of 1876, compromise led to the end of Reconstruction and the beginning of Jim Crow.

The reconstruction era was a failure do to the fact that Andrew Johnson betrayed the interest of the newly reunited government by siding with pro-slavery opinion and seeking to deal harshly with abolishionist. Before Lincolns death, he actually called Jackson a tyrant and a very bad betrayer of men. The best way to get more information on this stuff is to pick up the Rolling stone magizine from may 06 . This issue concentrates on almost nothing but bad presidents....its good reading.

The nation after the Civil War was torn apart. The South was totally destructed and nobody knew where to start. The Northern Republicans wanted to make the South pay and they were so ruined that punishment wasn't really an option. It became a huge political mess full of graft and ill intentioned politicians. The South was primarily lawless and Black Codes and the KKK intimidated the newly freed slaves into a state of intimidation that was often far worst than slavery. Politicians couldn't agree on how to "fix" the south and eventually after about 8 years of going round and round and only making matters worst Reconstruction turned into such a huge Bureaucracy that it faded away after people got sick of nothing happening.

reconstruction is done to avoid the errors u can, may be in ur reconstruction , sum errors were still there
