We would like to have alot of agriculture, no animals, except horses. We want to get at least 40 acres, we would like good weather and a picturesque setting, but rain and good conditions is a must, we were looking at Oregon, any other suggestions.

I guess it would depend on what you want to grow. Certain plants thrive in select areas, so whatever the crop, go from there. Oregon is a great place, as is western Washington, New England, central Pennsylvania, the North Carolina foothills...the list goes on. Depends on the crop.

The Anapolis Valley in Nova Scotia is prime agricultural land, producing anything from wine to fruit to sod.
The St. John River Valley in New Brunswick is some of the best produce farming in Canada.
Ontario's Niagara region is known for it's vinyards and orchards.

it depends on what you call a farm. grain, livestock, horse, toy, tree, orchard? figure out exactly want you want to manage, then pick your area accordingly. a large farm where I'm at is around 6,000 acres. you must also consider how much money you want to put into this "farm". if you are looking at grain I would say the best area is in the Midwest.
