Mr Clean Magic Eraser - It looks like a sponge and comes in a pack... might seem a little expensive, but it's well worth it.

It took Sharpie magic marker off of my dining room table and a chest of drawers. It's done miracles on the carpet, too.

It may sound silly, but as long as it is vinyl you can use WD-40 pretty effectively.
Both the ink from MOST ball-point pens and crayon are both petroleum based, and WD-40 makes a very effective solvent for both.

Unless they have been acted on by heat or some other influence!

Isopropanol or rubbing alcohol won't harm any suface and is cheap.
