A small diameter has a slower conduction velocity than an axon with a larger diameter. However a myelinated axon with a small diameter will have a faster velocity than an unmyelinated axon of equal diameter. Myelination DECREASES CAPACITANCE, making it "easier" to change the membrane potential.
