there is a small piece of metal holding the bumper of my mitsubishi colt on it's about a meter long and can be taken off

Each manufacturer has its own system for naming parts, and they are not always logical.
The 1997-2003 Daewoo Nubira saloon and estate versions had a body panel that was called "Rear Panel, Rear - Rear", or maybe it was "Rear Panel - Rear, Rear", I can't quite remember the punctuation. The hatchback was shorter, and only had a "Rear Panel, Rear".

However, generally the plastic part you can see, and which most people refer to as the bumper, the manufacturer will call the bumper cover or bumper fascia, as the real bumper is a metal or plastic beam hidden behind it, that can actually absorb some impact energy. The plastic cover deforms too easily, without absorbing much of the impact energy, and therefore isn't a bumper.

If you`re actually referring to the metal structure behind the plastic bumper, which is referred to as a cover. Then the reinforcing structure behind it is known as a bumper carrier.

Apart from Arther or Humphrey or something like that I would call it a car bumper bracket.
