I'm assuming by a Wind deck you don't want one that specifically concentrates on Dragons, Insects or Harpies, which makes it a little tougher.

For a general Wind deck, Slate Warrior is probably the best monster. Luster Dragon has higher DEF, which is not always a plus given Smashing Ground, but Slate Warrior's effects can both turn out quite nicely. Of the remove-from-graveyard Special Summon monsters for Wind, Silpheed has a nicer effect, but Garuda the Wind Spirit has the advantage of being Winged-Beast, and thus working with the powerful Icarus Attack. There's the recruiter Flying Kamakiri #1, but not a whole lot of splashable Wind monsters - Twin Headed Behemoth is good, and Gyroid holds off popular opening plays such as Cyber Dragon with either Don Zaloog or Spirit Reaper. Spear Dragon, having trample/piercing ability, is likely worth a look as well.

After that, one might look by effects: Whirlwind Weasel, Sonic Jammer, Swift Birdman Joe and Tornado Bird do a variety of things to the opponent's S/T zone. Troop Dragon, a self-replacer, contributes to field presence. Black Ptera can maintain hand presence and works well with Spiritual Wind Art - Miyabi. Harpie Lady 1 or Bladefly both combine delightfully with Inferno Reckless Summon if you like power boosts (and Bladefly is at its best against an Earth deck). Winged Sage Falcos can be good when boosted (and is at least still good unboosted against Hydrogeddon). Then there are Sasuke Samurai and Sasuke Samurai #4. The original SS seemed to drop off the face of the planet after Mystic Swordsman LV2 came out with the same effect and better stats.

In the S/T department, pickings are a little slim. Icarus Attack and Spiritual Wind Art - Miyabi can combine well with some cards mentioned. Rising Air Current is the bigger boosting Field Spell, and can conveniently for the theme be fetched by An Owl of Luck. This does, however, leave a lot of room for spell cards that provide particularized support.

Good luck!
