it sounds like youre the daughter and youre the one who wants to be popular. oh come on! Im probably being too blunt, but if i had her complexion Id want:
-Green colored colored contacts
-Great hair brown with a tint of red. (Tyras done it)
-Make sure the skin routine is good. Use toner, cleanser, and moustiriser. (sp?)
-Full lips. If not natural already, use lip plumper
-High cheekbones are important. Use blush or bronzer.
-Flawless complexion. Use bare mineral makeup.
-Cat eyes! Line the outer third of the eye with black liquid liner and go a bit loner than the outter corner in an upward direction
-False lashes, or long lashes. Use a curler, and Dior mascara (or maybelline!). If using false lashes, sephora has great ones.
-White eyeliner. Tyra banks lines her inner lids with white eyeliner to give her innocent looking eyes.
keep the makeup natural looking. uhm, my answer is most likely way too unrealistic, but thats just what i would do.

I think its more important to find clothes that make her happy.
If you want her to be popular, enroll her in a karate class that teaches her self confidence. If she bases her popularity too much on the superficial, she can be vulnerable to scum later on.
99% of popularity is based on how you act not what you wear. Let her "veto" stuff you choose that she knows will get her
teased tho.
You should consider yourself luck to have such a daughter and focus on building her up into a girl with a mind of her own and a positive self image.
Also Miss America is a source of extreme hypocracy. I'd rather my daughter if I had one, would not aspire to be "worshipped" by scum like Donald Trump and to have to adhere to standards that are not what the contest is really about.

You should tell your 'daughter' not to worry about being popular, it doesn't mean anything. In fact, if you have good friends, it's sometimes better to not be popular. Tell 'her' to be herself, wear whatever accessories she likes and act how she wants without feeling like she needs to impress others. Maybe then she'll become the person she wants to be.

Fashion Tips:
Khaki pleated simi mini skirt. Red v neck sweater. Shoes all black or white tennis
Acessorizing:
Gold wrap chain like it wraps aroung neck like a chocker then hangs in from. Gold bracelet. Gold earrings(hoops). Gold anklet.
Makeup:
Red lip gloss so its not dark. Light light red eyeshadow. Pink blush.
If she wants to be popular tell her to be herself. But i hope this helps.

for make up go to Avon.com. They have some wonderful fresh make up for younger girls. Also let her ware some dark green.
